How to get full control of the bass pedal?

I am playing for a band but i tend to lose control of the bass pedal. i m using heal down technique but i sometimes lose control and the beat is missed. how to keep constant control. Is there any exercise for leg muscles to make them strong enough to keep the control? please help. i cant use heal up technique because my legs shake.

I suggest.. it might sound stupid.. but play rock band drums, practice your heal up technique on that and try to get expert difficulty easily. I know what you mean about the shaking, but it will go away.
